Carroll County adopts revised personnel policy, awards asphalt contract and approves routine fiscal items

The Carroll County Fiscal Court adopted a revised employment policies and procedures manual on June 24 after a second reading of an ordinance to replace the existing manual.

Presenter Jim read the ordinance language, stating the attached amended manual would supersede the existing employment policy. The court moved, seconded, and adopted the personnel policy by voice vote.

Earlier in the meeting the court addressed procurement and routine fiscal items. After reopening sealed bids received at a prior meeting, a committee member moved to accept Hinkle for asphalt contracting for the next couple of years; the motion was seconded and approved by voice vote. S1 also briefed the court about an outstanding Sharon Road invoice from Hinkle, expected to be under $50,000 and subject to minor tonnage-based adjustments.

The court approved budget transfers and invoice approvals as part of routine fiscal business. Financial reports for May were noted as provided by county staff; no roll-call tallies were recorded in the transcript for these routine approvals.

Court members closed the meeting after brief magistrate comments and an announcement about temporary courthouse closures for clock-tower lifts.
