The South Lyon City Council on June 22 voted to waive the city's competitive‑bidding requirement and approved a contract extension with Federal Paving Incorporated to move forward on the 2026 Gan Road improvement project. Councilmember Hansen made both motions; the roll calls recorded yes votes from Curtzwell, Bogart, Dil, Hansen, Squires and Kennedy.
City officials told the council staff solicited 11 competitive bids for related recent pavement work (the June 18 Eagle Heights bid opening); bids ranged in the meeting record from about $1.7 million to $2.3 million. DPW Superintendent Jeff Archie said Federal Paving, the lowest responsible bidder for the earlier work, agreed to hold unit prices for the upcoming Gan Road work, and staff recommended authorizing the contractor under the same pricing structure to ensure continuity.
"This approach will provide stability to ensure continuity of work, streamline the project coordination for the city ongoing improvements," Archie said, describing the recommended path forward.
Councilmember Hansen moved to waive the competitive‑bidding requirement on the basis that no advantage would result from rebidding; the motion passed on a roll call. Hansen then moved to approve the contract extension with Federal Paving under the same unit prices; Councilmember Curtzwell seconded and the council again approved the motion on a recorded vote.
The meeting record contains inconsistent renderings of the proposed contract amount (the staff presentation referenced the figure in several different formats in the transcript). The staff packet cited GL account 204‑451‑802 as the funding source for the project. City staff said they will finalize the contract paperwork and proceed with project coordination under the approved unit pricing.
The council also approved related procedural items earlier in the meeting, including the consent agenda and routine approvals. The council is scheduled to meet next on July 13.
