Residents press council on warehouse zoning, speeding and park lighting; mayor pledges follow-up

Residents used the public‑comment period at the Belpre City Council meeting on April 13 to press elected officials for clearer planning decisions and safer streets.

Joyce Jones of 205 Maple Street asked why a warehouse was approved "by size in a residential area" and said neighbors at 205–210 Maple had not been notified. Mayor Abdella replied that the property is zoned commercial (C‑2) and that the company "complied to everything that they were supposed to," and she encouraged Jones to attend the next Planning & Zoning meeting for further review.

Several speakers raised public‑safety concerns. Resident Mario Coon pressed the council about speeding on Blennerhassett Avenue near the boat ramp and soccer fields, suggesting temporary speed cushions or improved signage for the seasonal traffic surge. Mayor Abdella said she would request an ODOT speed study and start the process to address sight‑line and signage issues. Chief Stump said police would increase patrols in the area and would review lighting and camera coverage.

Kathy O'Donnell and other park users said about seven lights at Civitan Park were out or flickering and asked for more cameras to deter mischief; the mayor acknowledged the need for improved lighting and said new cameras will be installed and that some trees will be removed to improve visibility. Council members and the mayor discussed several park projects — including a proposed walking track and lighting funded by an ODNR grant — and said details such as exact light replacements and timelines will be worked out with staff and contractors.

The council did not vote on zoning at the meeting; residents were directed to Planning & Zoning for formal review. The council later recessed into executive session to discuss litigation and adjourned at 8:05 p.m.
