Floyd County approves $56.9M FY27 budget; board awards library and cleaning contracts and moves animal control back to county

The Floyd County Board of Supervisors approved a $56,857,738.33 fiscal-year 2027 budget at its June 23 meeting and took several associated procurement and personnel votes.

Budget and compensation
The board voted to adopt the FY27 budget at $56,857,738.33 after a closed-session personnel discussion and line-item adjustments to capital-lease and contingency lines. On the motion to adopt the budget, all supervisors voted yes; Supervisor Phillips noted several items he was not happy with but voted in favor. The board also approved a 3.5% pay increase for the county administrator, to take effect July 1, with the board citing an increased workload after transfer of animal-control duties and victim-assistance responsibilities.

Contracts and procurement
The board awarded the library parking-lot curb and resurfacing bid to Shorts Excavating (working with SNS Paving) for $69,950 and authorized appropriate signatures. The scope includes removal of failing curb, regrading, improved drainage and repaving.

For janitorial services, the board awarded a one-year contract to Provision Cleaning Services (Floyd) at $50,960 based on best-value scoring among five bidders; the contract includes routine cleaning and provisions to respond to emergency cleaning needs.

Animal control and grants
The supervisors approved a resolution to accept animal control back under county administration effective Aug. 1; the board and staff said the sheriff's office previously managed the function and could relinquish it with notice. Separately, the board authorized a letter of good faith to support a DHCD CDBG application by committing up to $75,000 in local match (to be handled by the EDA if necessary).

Capital leases and fleet
Board members authorized staff to use available capital-lease carryover to pay off eligible vehicle leases (staff estimated payoffs in the low tens of thousands) and to reduce future lease appropriations accordingly.

Roll calls and outcomes
Several votes were recorded by roll call during the meeting; motions to award the library bid, approve the cleaning contract, accept animal control, authorize the CDBG match letter, adopt the FY27 budget and approve the administrator pay increase all passed with affirmative votes from Miss Cookenbrook, President Booth, Mr. Cox, Mr. Phillips and Mr. Turman.

What happens next: staff will execute contracts and agreements and will present implementation steps for animal control and the CDBG application; any capital-lease payoffs will be completed by county finance staff.
