Park board urges repairs and clearer finances as insurance and staffing delays stall projects

Board members at a parks meeting pressed for faster repairs to a damaged pool house and basement after a recent hail storm and said they lack the budget transparency and staffing needed to get work done.

The group said Sam submitted requests for 50% advance checks for the basement windows and roof but has not received the payments, leaving contractors on hold. "I submitted the request for 50% checks for both the basement windows and the roof separately," a board member said, adding that the board had talked with a contractor who confirmed hail damage beyond the roof. Members noted the state fire marshal has required the basement windows be fixed.

The discussion repeatedly returned to money and authority. Members described a small building-repairs fund, cited a $6,500 May expense for pool repairs and said they do not have ready access to ledgers showing concession, pool and facility receipts. "None of us know how much is in our account because we’re doing repairs," a board member said, reflecting frustration that the board cannot review routine financial details.

One participant noted that pursuing a five-year plan could open grant opportunities, but that many grants the plan would enable require large local matches: "the funding that it allows us to apply for is a match fund with a minimum of a quarter of a million dollars," the board member said, arguing that without matching funds the plan is of limited use.

Board members also highlighted organizational gaps they said were slowing repairs. Multiple speakers said the board lacks a dedicated park superintendent to handle budgeting, contractor coordination and communications. A member said interim superintendent Joe Noel is involved but that the board needs a permanent, accountable staff role to manage projects and financial reporting.

Members proposed next steps including scheduling a focused meeting with city staff, reaching out to other local boards for collaboration, improving online outreach and pursuing targeted fundraising for high-priority repairs. Several members emphasized the safety concerns at the pool and pool house, calling maintenance "needs" rather than discretionary items.

The meeting record shows continued frustration about access to financial information and a demand that staff or city officials provide clearer documentation and a plan for funding immediate safety repairs. The board set follow-up items to request financial ledgers from city staff and to schedule a meeting that includes the mayor or parks department representatives to clarify funding and hiring options.
