Exceptional learners office reports staffing increases and plans to address compliance backlogs

The director of Exceptional Learners, Miss McKitty Bramley, told the board the division serves 2,251 school‑age students with IEPs and 404 preschoolers and outlined plans to address compliance and capacity shortfalls caused by past staffing limits.

Bramley said the division has handled hundreds of initial referrals this year and that constrained staffing made it difficult to meet state timelines for initial eligibility determinations (typically a 60‑day window) and for three‑year re‑evaluations. "With the staffing that we had before, unfortunately...it was just impossible to maintain compliance," she told the board.

The division is adding supervisors, two CSSE chairpersons and behavioral supports (BCBAs) and said those hires should improve caseload management and re‑evaluation throughput. Bramley said upcoming parent workshops will explain timelines and give families more information about initial eligibility and re‑evaluation processes.

Board members praised the practical approach and asked for ongoing progress reports tied to measurable compliance targets.
