Panel reviews process to reallocate dormant student-activity funds

Ms. Roaring introduced a draft policy for handling funds held for student clubs or extra-classroom activities that appear dormant, saying auditors advised a careful review before reallocating any balances. "It will require a deeper look to make sure that we're not reallocating funds for a club that's currently active," Roaring said.

Roaring explained that some clubs with no recent transactions might still be operating, so the policy would establish criteria and procedures to determine true dormancy. For graduating classes, she said students could direct leftover funds to the next year's senior class, student government, or a building gift; if the class does not decide, the policy creates a mechanism for the district to determine disposition.

Board members asked whether transfers of graduating-class funds must be authorized by a written request from the class; staff answered that disbursements would follow typical formal actions documented in meeting minutes and votes rather than being executed by a single individual.

The draft policy was presented for committee consideration and feedback; no formal vote was taken.
