Council approves contingency sponsorships, hears infrastructure and budget updates, enters closed session

At the work session the council approved a slate of council contingency sponsorships by roll call and later moved into a closed session to discuss a prospective business expansion.

The clerk read a list of council contingency items including a $2,500 sponsorship for the Dory Miller youth football and cheer program (sponsored by Councilman John Elely), $5,000 to the Dembi Lions Club, $7,500 to InTouch Community Development (nonprofit), $15,000 for MOS Inc. Family Takeover at Todd Stadium (sponsored by Councilman Long), Walk and Ward Foundation (sponsor listed), and the remaining balance to the Peninsula Agency on Aging. Members raised business complaints about ongoing stormwater/drainage construction on Warwick/Raleigh Road that council said is harming small businesses. Craig, the city's director of engineering, said the project is about 68% complete with a substantial completion date in December, that contractors are required to maintain access and signage and that the city is working to resolve utility conflicts. Council asked staff to visit affected businesses, provide a communications plan and pursue short‑term mitigation (signage, contractor cleanup, and landscape maintenance where feasible).

Code § 2.2‑3711(A)(5) to enter a closed meeting to discuss a prospective business expansion in the central district; the motion passed and, after the closed session, the council certified that only the matters identified in the closing motion were discussed (certification passed 7‑0).
