The Peekskill Industrial Development Agency on June 18 reviewed its monthly financial report and the status of several development projects, including the kitchen incubator and a Children’s Village pilot.
Abby (S6) told the board that as of June 18 the agency had $1,100,000 in its bank accounts. Of that, $20,000 was restricted for the Children’s Village pilot, $10,000 was restricted for a ‘solo’ project escrow, and $624,000 was earmarked for the kitchen incubator. That left roughly $447,000 unrestricted and available for PID-related activities, Abby said.
On the kitchen incubator, Abby said the agency has spent about $13,000 to date, mainly on Con Edison charges, legal counsel, administration and storage (a rented pod). Directors raised concerns that utility and storage costs have contributed to higher-than-expected bills and asked staff to ensure the building is checked monthly to avoid waste (lights/AC left on). "We weren't doing that," the Chair said, noting earlier oversights.
Board members also asked about an insurance claim relating to the facility; the Chair asked that the claim be discussed in executive session because of pending confidentiality and timing concerns.
Separately, the board discussed a $10,000 escrow tied to a Lower South Street purchase-and-sale agreement related to a project associated with Ken Carney. Members asked staff to check whether Carney’s agreement with the city remains in effect and to report back.
On the Children’s Village pilot, the board was told the city council had approved resolutions authorizing the pilot pathway and an impact-fee agreement. Justin (S7) said project HFA funding and the lender will determine the timing but estimated a closing "maybe late July" that could slip into August and described the closing as "imminent within the next 60 or so days." The board discussed collecting an administrative fee tied to the pilot; S1 and S2 exchanged differing figures in the meeting record about the fee amount.
No new formal funding commitments for the incubator were made at the meeting. Staff were asked to provide follow-up information on the escrow, insurance claim and incubator status.
