The Stanwood City Council voted in 2021 to update utility rates and to award a refuse and recycling contract, part of a series of fiscal votes tied to the adopted budget.
At the June meeting the council approved three ordinances to amend rates: Ordinance No. 237 (solid waste), Ordinance No. 238 (sewer) and Ordinance No. 239 (water). The minutes record a solid-waste base rate of $19.02 per household with a 3.5% annual increase for five years and 2% increases for water and sewer rates. Council votes were recorded as roll calls with all ayes when five members were present.
Earlier in April, councilors reviewed bids for garbage and recycling pickup. Republic Service’s $18.02-per-household bid with a five-year term and a 3.5% annual increase was approved over other bids (Waste Management $19.50 and Oveson Refuse & Recycling at $20 per household). The council also briefly discussed waiving the cable-franchise fee, which affects expected monthly changes for subscribers.
Council members carried several budget-related motions through the spring: they adopted the FY2022 budget (Resolution 2021-06), approved a hazard-mitigation plan (Resolution 2021-07), and approved pay applications and change orders for ongoing public-works projects, including pay application #1 to Boomerang Corp and multiple pay applications to Boomerang Corporation and Boomerang/ Boomerang-related contractors for water/sewer work.
The minutes show the council approved the Fire and Library budgets and directed the clerk to draft a background-check policy for new hires and volunteers (EMTs were noted as an exception). The council set a public hearing and later adopted the city’s maximum-levy rate after a public hearing that drew no objections.
Councilors framed rate adjustments as part of normal municipal budgeting to balance revenues and meet contractual obligations; specific ordinance texts and effective dates are recorded in council paperwork rather than verbatim in the minutes.
