Property owner proposes hillside excavation and street completion to gain highway access

Noah Coppess told the Stanwood City Council he plans to excavate a hillside on his property within the next 24 months "to have more space" and proposed using excess dirt from that excavation to finish the street west of the property so he could gain access to the highway from both sides.

Coppess presented the concept to the council during the visitor portion of the meeting but the transcript records no motion, formal proposal review or council direction at this meeting. The item was recorded as a public comment and will require follow up if the owner pursues engineering, right‑of‑way work or any zoning permits.

If Coppess pursues roadwork tied to private development, city review and approvals would be required; no such approvals were requested or granted on Feb. 9.
