At its June 23 meeting the Fitchburg Finance Committee approved a slate of routine awards, budget adjustments, and referrals to the Common Council.
Key approvals and referrals included: the second amendment to the Sub‑Zero subdivision improvements agreement (R132‑26), acceptance of a low bid for the 2026 sidewalk and related concrete work with Duluth Concrete LLC recommended for award and a budget amendment to increase the project by $70,100 (R136‑26), authorization to contract with Houseal Lavigne to update the comprehensive plan and zoning code (R138‑26), and authorization to contract with the Capital Area Regional Planning Commission (CARPC) for facilitation services in Southeast Fitchburg with the cost not to exceed $25,000 to be split with the Village of Oregon (R139‑26). The committee also approved the Whalen Road paved shoulders project award (R142‑26) to Payne & Dolan including a 5% contingency and noted the project budget and schedule targets for late summer.
Staff said the Houseal Lavigne work will be done as two serial efforts (comp plan then zoning code), each approximately 18 months, and that the CARPC facilitation work is expected to advance intergovernmental boundary planning with milestones targeted in early 2027. Several other resolutions (R118‑26 and R120‑26) were referred to the Common Council without recommendation so council can review fuller presentations.
