The Pennington County Planning Commission on Monday approved a set of land-use actions including two amendments allowing retail and wholesale sale of seasonal fireworks, a home-based nail-salon permit and a lot-line adjustment.
Jason Tennison, the county’s assistant planning director, opened the meeting by summarizing the consent agenda and staff recommendations. Two minor planned-unit-development amendments for Thomas Skog — PU 18-02 and PU 20-04 — were pulled from the consent calendar for separate votes and approved per staff recommendations. A commissioner stated the motion to approve PU 18-02 with 15 conditions and PU 20-04 with 16 conditions; both motions were seconded and carried by voice vote.
The commission next approved a conditional-use permit, COCU 26-0009, for Sarah Campbell to operate a one-chair, appointment-only nail salon at 557 Shaw Court. Planner Cody Saxon said the property is a 0.15-acre suburban residential parcel on public water and sewer and that staff received no public objections. Saxon described the operation as a single chair with appointments spaced roughly an hour apart; staff recommended approval with 13 conditions and a minor correction to condition number seven to change the wording from “concrete path/side” to “sidewalk.” The motion to approve COCU 26-009 passed unanimously.
On the lot-line adjustment, Tennison presented COLLA 26-0006 for Jude and Jennifer Wildman at 13310 Silver Mountain Road, which creates Tract A (4.44 acres) and Tract B (4.30 acres). Ron Davis of Davis Engineering answered a public question about steep grades and access; Davis described the parcel as “one of the steepest pieces of property I’ve ever seen developed,” but said access at the road appears manageable and specific road and approach issues can be resolved with County Highway during building-permit review. The commission approved the lot-line adjustment with three conditions.
Staff also reported that the Board of Commissioners concurred with the commission’s June 8 recommendations, including a tax-increment financing (TIF) item, and the commission recognized Charlie Johnson and Michael Lewis for their service. The planning division introduced Shawn Christopherson as the new building inspector (first day) and announced Heather Civil Ayers will start as a planner on July 6.
The meeting concluded with members discussing the upcoming selection of chair and vice chair and encouraging familiarity with Robert’s Rules of Order; a member suggested the planning department provide the reference book to commissioners. The commission adjourned without further business.
