Under the amended language, members of the commission and county staff "may ask brief questions for the purpose of obtaining information and clarifying matters relevant to the issue under consideration," but questions "shall be limited to clarification" and "shall not be used for debate, argument, or commentary." "Public forum is not intended to be a dialogue between speakers and members of the commission," the presenter told the committee.
Committee members discussed enforcement and parliamentary procedure: a member may raise a point of order if a public exchange moves into debate, the chair rules, and the body may challenge the chair's ruling by majority vote. Several commissioners emphasized the rule's intent is to make public speakers feel safe and not subject to cross-examination.
