Jake presented the detention center s monthly and semianual financials and highlighted the facility s occupancy and funding posture.
He reported the facility s average daily population this year is about 3 to 3.5 and that the center can hold up to 16 juveniles. Jake said the current out-of-county per-diem is $150 per day and told the committee that many other counties pay significantly more.
"We are the lowest of the state of Illinois. So, we'll probably look to up that," Jake said, describing how the low per-diem can result in other counties sending difficult cases to LaSalle County because it is comparatively inexpensive.
Committee members noted neighboring counties typically pay $250–$300 per day and that Cook County rates can be much higher; they expressed concern that LaSalle County may be absorbing disproportionate costs and harder-case placements because of the low fee. Members asked Jake to prepare detailed figures and proposals for the next meeting to explore raising the per-diem and to consider equity across counties.
