The Newcastle Select Board on June 22 reviewed the draft FY27 road maintenance contract and discussed procurement triggers for larger projects.
Staff said the current annual maintenance contract covers routine maintenance and infrastructure work; it gives the contractor the right to perform work under unit pricing and provides response times for emergencies. Kevin noted the FY27 contract primarily contains date updates, but board members asked to see the contractor's unit‑price and equipment rate sheet before final sign‑off.
Members debated whether to set a fixed dollar threshold for competitive bidding (historically discussed thresholds of $25,000–$50,000 were mentioned) or to instead require competitive procurement for projects that require engineering plans or have substantial complexity. "A number doesn't stick — prices change — so perhaps use whether there's an engineering package as the trigger," one member said. Another member said the board could list specific capital projects during the budget cycle that should go to bid.
Staff agreed to provide the requested rate sheet and to return with a recommendation. The board did not finalize the contract on June 22 and asked staff to present the pricing before any signature.
