The Island Community Center (ICC) board told selectmen it needs another year to finalize plans and financing to take possession of a gym building and adjacent land. Phil Elkin, who the minutes identify as heading the ICC board, told the board the organization has been active for 18 years but COVID‑19 disrupted fundraising and planning; the group asked for an extension to complete surveying, financial planning and grant work. Town Manager Kathleen Billings‑Pezaris said the board would review ICC financial statements and the current rental agreement before deciding whether to approve an extension or place the question on a town meeting warrant.
Separately, survey work and deed questions about the Greenlaw RV park and an associated house on town land surfaced repeatedly. The town discussed a potential land swap and asked town counsel to weigh in on deed language and necessary easements. On multiple meetings staff and a surveyor (Linda Campbell) were asked to prepare a bid package and to work with prospective purchasers and counsel to resolve title and access questions.
What happens next: The board requested ICC provide up‑to‑date financials and for staff to review the rental/agreement terms; staff will also continue to work with surveyors and counsel to resolve the RV‑park property boundary issues and any required easements.
