Wood proposed a unified curriculum and shared branding across counties, municipalities and school districts; student ambassadors and coordinated communications; and a regional committee to combine existing volunteer groups (Keep Beaufort County Beautiful, Keep Jasper County Beautiful, Palmetto Pride) and pursue joint grants. He said regionalization would strengthen grant competitiveness and might reduce duplicate spending across jurisdictions.
Council members and mayors (referenced) responded with operational concerns that included enforcement capacity, commercial hauler contributions to roadside litter, the expense of extending trash/recycling services to rural areas, and the difficulty of adding curriculum material to schools. Several speakers suggested piloting education programs through HOAs, tying public messaging to a pending municipal plastics ordinance, and forming a regional working group to scope budgets and implementation.
Attendees noted potential funding sources such as federal marine or electrification grants (discussed earlier in the meeting) and local tax money, but said budget cycles and competing priorities mean any formal spending decision would take further study. Wood and attendees agreed the next step is to convene interested organizations, refine a scope and then return to councils for budget and policy decisions.
No formal motion or vote was taken; council members asked staff to assist with outreach to mayoral offices and interested nonprofits and to consider whether an interjurisdictional committee should be formed to develop an action plan.
