The Monona Plan Commission on Monday reviewed a proposed certified survey map (CSM) to split and reconfigure two lots on West Broadway to facilitate an age-restricted residential building and a small commercial parcel, but the commission withheld final action after staff acknowledged not all neighboring residents received proper notice.
The applicant's representative, identified in the record as Sean, told commissioners the proposal would shift the north'south lot line between the existing lots roughly 40 feet toward Broadway so the private-drive access would lie entirely on the newly configured residential lot and would add about three on-site parking stalls. He said a recorded easement would allow five parking stalls on the commercial lot to be shared with the residential parcel.
Staff member Doug summarized technical details and the review history, telling the commission that Public Works unanimously approved the plans at its June 3 meeting and that City Council gave conditional approval on June 15 pending Plan Commission action. Doug said the proposed residential parcel would be about 1.4 acres and the commercial parcel about 0.325 acres, and that an existing 24-foot joint driveway easement would remain unchanged.
Commissioner Chris asked staff to include a finding of fact in the final approval packet explaining that although the proposed residential lot does not abut East Broadway, it was created under a GDP with a joint private access that functions as frontage for the purposes of the approved development. That finding, he said, would prevent confusion for future reviewers about whether the lot fronts a city street.
Because not all neighbors were properly noticed, the commission closed the public hearing and moved to continue formal consideration at a later meeting after staff corrects the notice and re-schedules the item. Staff said it would coordinate with the applicant and verify noticing and timing with the city attorney.
The commission did not vote on the CSM at the meeting. Next steps are a corrected notice to neighbors, scheduling a return to the Plan Commission for formal consideration, and inclusion of the suggested finding of fact in staff materials.
