Resident questions city letter telling Blue Sky Estates tenants to maintain detention pond despite stormwater fees

Rob Barry, speaking during public comment, said residents of Blue Sky Estates received a public‑works letter indicating the neighborhood detention pond was the tenants’ responsibility and warning the city might do the work and bill homeowners if the pond wasn’t brought to code. He said residents already pay a city stormwater fee and asked why that fund would not cover the maintenance.

"We're not understanding why we're being threatened a charge to clean up a retention pond that we already pay money into a fund that should be taking care of that," Barry told the council and asked staff to pursue a clearer, cooperative approach.

Council indicated they normally do not discuss public comment at the same meeting but staff said they would follow up with the speaker.
