Heard County commissioners on May 22, 2014 unanimously approved three capital items funded through SPLOST and a facilities upgrade for the 4‑H/Glover Road gymnasium.
The Board confirmed a SPLOST purchase of a ladder truck at a total cost of $12,362.50, purchased through another government agency in South Carolina, on a motion by Commissioner Sandi Allen with a second from Commissioner Larry Hooks. The Board also confirmed a SPLOST purchase of a rescue truck at a total cost of $11,250.00 purchased through a government agency in Tennessee (motion Hooks; second Allen). Both motions passed unanimously.
For the Glover Road 4‑H gymnasium, the Board approved First Degree Heating and Air’s higher quote of $21,901.65, which includes First Degree providing the electrical work and requires inspection of the installation and electrical work by Heard County Building Inspector Floyd Toney. Dinah Rowe, Heard County 4‑H/Extension Agent, told the Board the gym’s temperature is "unbearable" in summer months, preventing events and rentals; Commissioner Frank Crook moved to approve the quote and Commissioner Sandi Allen seconded.
The minutes record unanimous approval of all three items. The HVAC approval specifies county inspection of installation; no additional funding sources or project timelines were recorded in the meeting minutes.
