The Stonington Board of Selectmen heard a request from the Island Community Center (ICC) board for a one-year extension on taking possession of a gym building and adjacent land.
Phil Elkin, identified in the record as the head of the ICC board, told Selectmen the group, now in its 18th year, had made progress on community programming but could not finalize the acquisition this year because of pandemic-related fundraising and logistical delays. Elkin asked the board for another year to complete surveying, finalize finances and complete necessary acquisition tasks.
TM Billings said the ICC had discussed adding staff positions such as a development director to pursue grants and fundraising; she estimated that ICC’s operating plan with added positions and capital-raising could reach an annual budget approaching $500,000 when combined with funds raised for capital needs. The Selectmen agreed to request a detailed financial update from the ICC and to review the current rental agreement to determine extension terms and whether a town meeting vote would be required.
The board did not take final action at the meeting; it scheduled follow-up once the ICC provides financial statements and clarifications.
