Katy ISD officials on Monday presented a plan to shift attendance boundaries across the northwest quadrant of the district to absorb growth and bring new Elementary 49 online for fall 2027.
Population analyst Chris Poole told trustees that Youngblood Elementary is projected to operate at about 126% of capacity in fall 2026 without relief and that opening Elementary 49 (Centerra site) and adjusting nearby zones will better balance enrollments. "We are seeing very strong, continuing growth in the northwest quadrant," Poole said, noting subdivisions like Sonterra and Centerra and a large undeveloped owner'held tract the district is monitoring.
Proposals and effects: The presentation showed proposed shifts affecting Youngblood, Sentara North and portions of Anniston and Windward; smaller adjustments would move portions of West Memorial into Taylor High feeders and reassign portions near Wolf Elementary to Bear Creek to reduce long drives and better utilize capacity. Administrators said changes are intended to preserve feeder patterns where possible and minimize disruption; historically the district does not grandfather elementary and junior-high students in ABMs, though grandfathering for established four-year high schools is sometimes used.
Public engagement and timing: Vierling and Poole said the district will notify potentially impacted families this week with surveys and collect feedback through the summer. Staff will return in September with public feedback and seek a final vote in October for changes effective August 2027. The board asked for follow-up materials, including historical utilization snapshots and the 10-year projections for all campuses, which administration said would be provided.
What residents asked: Trustees and members of the public asked about transportation impacts, grandfathering policies and the accuracy of long-range projections. Poole said projection accuracy varies by area but that past slides showed several schools within a handful of students of projected numbers, and that the district models both resident students and transfers when projecting future enrollment.
Next steps: Staff will send direct notifications and a survey to impacted families, collect feedback over the summer, and report back to the board with proposed final maps in October.
