The Upland City Council on June 22 presented a proclamation honoring Captain Cliff Matthews, who will retire from the Upland Police Department on June 30, 2026, after 35 years of service.
The proclamation recounted Matthews's career, saying he began with the University of California Riverside Police Department and joined the Upland Police Department in 1991. Council members and visiting representatives highlighted his role creating Upland PD's high-tech crimes unit and noted awards including Officer of the Year and a Community Service Award from the Chaffey Joint Union High School District. A representative reading the proclamation called Matthews the longest-serving officer in the department's 120-year history.
Matthews spoke briefly to the council and the audience, praising city leadership and several colleagues. "I have worked for seven Upland police chiefs," he said, and singled out the city manager and department leaders for their stewardship. Several outside officials'representatives read resolutions congratulating Matthews and thanking him for his service.
The council presentation included recognition of Matthews's family in the audience and a ceremonial retired badge. Matthews said the recognition was heartfelt and thanked staff, mentors and family for their support.
The proclamation and remarks did not include any personnel action beyond announcing the retirement date and the council did not take additional votes on staffing at the meeting. City and departmental leaders said a retirement event had already been held and that operational continuity would continue as staff plan for the transition.
The council adjourned to its next regular meeting on July 13.
