Mayor John Barber convened the City of Hull Mayor and Council on Nov. 25, 2025, and the council unanimously directed the Clerk to reimburse $6,205.89 to the SPLOST Construction Account following a finding in the 2022 audit that those funds were used for speed bumps on two streets.
The reimbursement motion, made by Council member Paige Phillips and seconded by Council member Mike McElroy, passed unanimously. The Clerk told the council the 2022 audit is complete and that the auditor concluded the SPLOST Construction Account is limited to building-improvement expenditures; the auditor recommended the city move funds from the General Fund to restore the SPLOST account.
The action responds to the audit's specific finding that $6,205.89 had been used to install speed bumps on two streets. The Clerk reported that a former mayor had previously told the council the expenditures were proper; the auditor disagreed and recommended reimbursement to correct the account. The council voted to follow the auditor's recommendation and ordered the Clerk to make the transfer.
Other routine business included unanimous approval of the October meeting minutes and the financial reports. Attorney Love presented an intergovernmental agreement related to the Municipal Court and had the Mayor and Clerk sign the document for delivery to the county board office.
Council also set the 2026 budget work session for 6:30 p.m. on Dec. 23, 2025, by unanimous motion; the Clerk said this work session is normally held before the council's December meeting. The council voted unanimously to enter an executive session to discuss pending litigation and later voted to come out of executive session without taking further public action.
