The Hull Mayor and Council voted unanimously on April 23 to contribute $40,000 to County-led improvements on Old Elberton Road, a roadway that runs partially inside the city.
Mayor John Barber opened the discussion saying the council needed to decide how much the city should contribute to the project. Council members noted the city is current on its audits and had received Local Maintenance and Improvement Grant (LMIG) and Local Assistance Road Program (LARP) funds totaling about $16,000, and moved to provide an additional $40,000 toward the County project. Mike McElroy moved the measure, Steven Hollingsworth seconded it, and the motion passed unanimously. The City Clerk will issue the check and Mayor Barber will deliver it to the BOC (Board of Commissioners).
The decision directs existing city funds to an intergovernmental road improvement effort rather than a city-only project; council members did not specify whether the contribution covers a portion of a specific contract or is intended as a general support payment to the County’s work. The minutes note the city’s LMIG and LARP receipts but do not itemize other funding sources for the $40,000 contribution.
Council also handled routine business. The March minutes were approved (motion by Mike McElroy, second by Steven Hollingsworth) and the financial reports were approved (motion by Paige Phillips, second by Yvonne Davenport), both by unanimous vote. The council moved its June meeting to June 16, 2026, at 7:00 p.m., after the City Clerk notified members she would be out of town on the previously scheduled date; Paige Phillips moved and Mike McElroy seconded the change, which passed unanimously. The Clerk will issue required public notices.
A zoning matter was discussed briefly but no action was taken; the item was tabled until the May meeting. Separately, Council member Yvonne Davenport provided a website with ideas for Christmas decorations, and Mayor Barber said he will meet next week with a contact to explore options for the city.
With no further business, the meeting was adjourned on a motion by Mike McElroy with a second by Steven Hollingsworth.
