Council approves $17,000 transfer to Eastside Park donations, introduces pay ordinance and reappoints library board member

The Washington Common Council approved a transfer totaling $17,000 from items in Fund 2395 (Eastside Park donation fund) to move donations out of capital accounts into operating categories, to be spent on items such as bands and other services.

Resolution 6-2026 was read into the record and the council voted to approve it; staff explained that the transfers reallocate previously appropriated donation funds from 600-series (capital) accounts into the appropriate operating accounts so the funds can be used. The resolution lists two transfers: $760 from capital outlay to operating supplies and $16,240 from capital outlay to other services and charges, totaling $17,000.

Separately the council read Ordinance 9-2026, an amendment to the city’s compensation ordinance (Ordinance 14-2025 and its amendment 2-2026). The ordinance introduction lists new or adjusted hourly positions and pay rates across the water and motor vehicle/highway departments (including first-shift operator pay, certified operator pay, standby pay and temporary/summer wages). Council members and staff clarified the ordinance will be read again and considered for adoption at a future meeting (effective date in the reading: July 13, 2026). No final vote on adoption occurred at this meeting.

The council also approved the appointment of Claire Gill to the Washington County Public Library Board for a four-year term. The transcript contains conflicting expiration dates (06/30/2030 and 06/30/2023); the council voted to appoint Gill and scheduled swearing-in procedures.

The council concluded with a reminder about a budget workshop on July 20 at 5 p.m. and adjourned; the Board of Public Works and Safety was slated to meet five minutes later.
