The Town of Stonington Board of Selectmen approved a pilot composting operation at the transfer station and discussed steps to safely restart recycling during the COVID-19 pandemic, while overseeing ongoing transfer-station repairs.
Kate Tompkins and Mark Carter presented a Chickadee Compost plan for a 15-cubic-yard pilot using enclosed totes with lids and solar fans to accelerate decomposition. The board approved a test approach and asked staff to monitor curing times and public participation.
Selectmen also reviewed transfer‑station capital work: a new compactor had been delivered and contractors were completing steelwork and welding. TM Billings reported bids and repair quotes and the board authorized repairs and payment where needed to keep the facility operational.
On recycling, town staff recommended a temporary change in collection logistics to reduce staff exposure and contamination risk: placing recyclable materials in separate, roofed totes and allowing an outdoor quarantine period for incoming materials so volunteers and staff can limit contact. The board expressed support but asked staff to finalize a safe, low-cost plan and to return with details on costs and procedures.
Selectmen also approved the disposal‑area staging changes and limited capital purchases (tools and a replacement pressure washer for public works) to support operational needs.
