The Van Bibber Lake Conservancy Board voted unanimously Feb. 21 to adopt Resolution 2026-01-17, transitioning the district from flat-rate water billing to volumetric metered billing. Chair Rebecca Bilbrey explained the new structure: a base monthly fee of $27.54 covers up to 2,000 gallons, with additional usage billed based on consumption.
Board members discussed several implementation questions during the public hearing, including how vacant lots with installed meters will be billed, resident concerns about water quality, and clarification that charges also reflect availability of service and easement access. After proper advertisement of the hearing, Laren Zeeck moved to adopt the resolution and Brenda Dossey seconded; the motion carried with all board members voting in favor.
The board also discussed wastewater fees in the same meeting, noting a sewer availability fee of $21 per lot intended to reflect service availability, and reiterated the requirement that properties producing sewage must connect to the district system. The board flagged possible future revisions to sewer line vacating policies for later consideration.
The adoption marks the board's formal step to implement volumetric billing; staff and operations personnel will continue preparations for meter assignments and system transitions referenced elsewhere on the agenda. The board did not record any dissenting votes during the adoption.
