Kelly Jansen, assistant superintendent, introduced an annual update on the district's Alternative Teacher Professional Pay System (ATPPS), noting the program is funded through a Minnesota Department of Education grant and is in its 18th year in the district.
Patty Diamond, teacher on special assignment and a long-time district educator, described ATPPS components: three funded professional-development days with a high participation rate; a personalized "flex day" option where teachers propose individualized PD; peer coaching and peer observation models; and career-advancement stipended positions and select FTE instructional coach roles.
"The beauty of the flex day is that it's professional development that's relevant to an educator," Diamond said, describing how music teachers, nurses and classroom teachers use the flex day to pursue role-specific growth. She added that peer coaches are eligible each year and mentors will return to conducting three observations of first-year teachers next year.
Diamond said the program is governed by a memorandum of agreement, not embedded within the collective bargaining contract, which the district adopted intentionally to preserve flexibility should funding change. She said the steering committee and program staff are conducting a program evaluation and looking at fiscal responsibility given per-pupil grant funding.
Board members expressed support and appreciation for the program's teacher-led structure and the reported high participation rates. No formal action was taken; the presentation was described as an annual update and part of ongoing program evaluation.
