The agreement had been circulated since the prior meeting and county legal review reported no objections. Board members emphasized that Debris Tech would serve primarily as a manager and would subcontract work locally rather than necessarily bringing its own heavy equipment. Officials said that structure was intended to help the county channel work to local contractors while meeting FEMA documentation requirements.
Board members reviewed contract terms, including Exhibit B (the payment schedule). One commissioner pointed out that the contract states non-labor project costs will be billed to the county at cost without markup and that PDM expenses should be billed at rates not to exceed the GSA Public Assistance regional allowances for the project area. Officials said the county must monitor claims and approve reimbursements through normal claims processes to ensure compliance.
Because of procurement thresholds and budget concerns, the board added an explicit cap. “We can set a maximum in this meeting … no more than 80,000,” a commissioner proposed; the cap was adopted as part of the motion. The contract term in the document runs through February 2026.
The board took a voice vote after hearing no public comment; the chair called for those in favor to signify and the motion carried as stated in the meeting transcript. Officials said they would get the cap documented in the contract and obtain a signed copy.
