Judge Frank Caprio orders payment plan after resident says decade-old parking tickets were missed

Judge Frank Caprio told a defendant during a Municipal Court of Providence hearing that the court would put the person on a payment plan after the defendant said four parking tickets dating to 2011 and 2012 had been missed while the defendant was undergoing a Chapter 13 loan-modification.

The resident told the court, “I’m in the middle of a Chapter 13 and I wasn’t really paying attention to the tickets. I thought they were taking care of it,” and said they later learned the tickets had not been paid. The defendant asked to be allowed to pay over time.

“We’ll put you on a payment plan. You work out the payment plan with Jessica, okay?” Judge Frank Caprio said, directing the defendant to arrange the schedule with court staff.

The action resolves the immediate enforcement question for these citations by establishing a payment process; the record shows no statutory citation referenced and no formal fine reduction or dismissal announced at the hearing. The defendant’s loan-modification remains in progress, and the court’s instruction was limited to arranging payment terms for the listed tickets.
