Superintendent Fluke summarized the proposed code change: the revision would add language clarifying that "refusing to cooperate with district safety and security procedures including the use of detection wands, breathalyzer screening and inspections of bags, purses, backpacks, coats or other personal items would be considered an example of insubordination and would be treated as such." The administration described that addition as intended to support safety and security procedures.
Deputy Jacobs reviewed the emergency response plan revisions and said the primary differences were organizational and formatting changes designed to make the district version easier to use during an incident; the public version has had emergency contact phone numbers removed to protect sensitive information. The presenters emphasized that the changes did not alter procedures but improved clarity and navigation.
Both documents were posted and the 30‑day public comment period began that evening; because the July meeting falls fewer than 30 days from the posting, the administration said both plans will be recommended for board approval at the August meeting.
