The Parks and Public Works Committee advanced agenda bill AB26-031 on June 16, authorizing the mayor to execute several capital program contracts after staff updated the agenda with post-bid contractor names and amounts.
Project Manager Dylan Gamble said bids opened the morning of the meeting. For the Thompson Avenue urban-forestry/street-tree work, staff reported the lowest responsive bidder was RW Lockwood and provided the dollar amount in the revised packet. The packet also listed a Lakeside Industries contract for a parking or overlay item in the packet’s exhibit; staff said contractor names and amounts were added after bids were opened.
Council members asked whether they would see executed contracts or only summaries. The mayor and staff explained many construction contracts use standard ‘‘front end’’ terms (standard contract language and conditions) and that the committee traditionally reviews a contract summary and the bid tab; material deviations from the city’s standard paperwork would be brought forward as separate contracts for committee review.
Members asked to be notified when contracts are executed so council can be aware of vendor commitments and termination or liquidated-damage provisions. The committee moved AB26-031 forward on consent, authorizing the administration to execute the listed contracts and noting the 30-day period after bid opening in which bids remain valid.
Next steps: staff will execute contracts consistent with the summaries and provide bid-tab information on request; the committee asked staff to notify members when contracts are signed.
