At its June 18 conference session, the Mobile County Commission reviewed a large package of administrative actions including code adoptions, procurement renewals, grant amendments and construction change orders.
Agenda items read by staff included adoption of the 2024 International Codes, the 2015 International Energy Conservation Code as amended by Alabama energy and residential codes, and the 2023 National Electric Code with specified appendices and amendments, effective July 1.
The commission considered multiple contract renewals and approvals: a $125,500 software renewal with Peregrine Technologies for a sheriff's database consolidation; a Unity Fiber security software renewal for $173,700.35 under TIPS purchasing cooperative; a $51,032 purchase of an all‑wheel‑drive police interceptor utility vehicle (to be reimbursed from an ADECA grant); and a subscription agreement with Azon Technology (doing business as Reach Golfers) involving a one‑time $2,000 setup and a $2,400 monthly fee for a 36‑month term beginning Aug. 1, 2026 (staff clarified the $2,400 covers all 80 units).
Grant and project items included a GOMESA grant revision for Lewis Landing public access improvements (period of performance extended through Sept. 30), a $255,552 change order increase for the Bayou La Batre City Docks project (new contract total $25,125,552) to be reimbursed by a Restore grant, and several ARPA subrecipient agreement extensions and scope amendments with the University of South Alabama, MLK Avenue Redevelopment Corporation and Africatown Redevelopment Corporation (performance and reporting periods extended through late 2026/2027 pending legal review).
Commissioners also moved and seconded a reallocation of ARPA funds decreasing Saraland's public safety complex award by $81,974.60 and increasing funding for the Government Plaza outdoor pocket park by the same amount. A separate change order for the Government Plaza Pocket Park (additional landscaping and hardscape) would increase that contract by $70,692.19 to a new total of $1,472,799.19; commissioners moved and seconded that item during the conference.
Staff closed the session by reading additional procurement and right‑of‑way items and an add‑on award of $1,094,867 to Wiregrass Construction Company for Lot Road resurfacing rehabilitation. Clerk Sherry announced county Juneteenth events, an America 250 student contest deadline (June 22), and a July 1 naming/dedication and kickoff at Government Plaza Pocket Park. The commission adjourned until the regular meeting at 10:00 a.m. on June 22.
Ending: Most items were presented for action at the upcoming regular session or were moved/seconded during the conference; where motions were recorded staff noted items were pending legal review or further consideration.
