At 52 York the owner, Colin Christovich, told the board that variances approved last fall remain in place and that the remaining process is final subdivision approval. Board members focused on tree preservation, the location of new street trees and how mitigation for removed specimen trees would be handled. The board agreed to three conditions: two new street trees planted to city specification, sidewalk connections on the lot frontage, and a mitigation/landscape plan to be reviewed administratively if trees are removed in the future. The motion to approve the subdivision with those conditions passed unanimously.
For 69 Outlook the board walked through the updated short environmental assessment form and debated whether a three‑lot or two‑lot outcome better fits neighborhood character and tree preservation. After review, the board recorded a negative SEQRA declaration for the proposed action and framed their advisory opinion for the Zoning Board noting the tree concerns and recommendations for mitigation.
Staff will incorporate the board’s recommendations and the applicant must meet planting and mitigation specifications before final map recording or building permits.
