The Planning & Zoning Commission voted June 18 to form three subcommittees (each to include roughly three commission members plus invitations to private‑sector contributors) to analyze and draft recommendations on the Recode Laredo Unified Development Code, and to defer broader public workshops until the subcommittees have produced work products.
Staff briefed commissioners on the project timeline and requested direction on whether to proceed with public workshops or to rely on smaller working groups. Commissioners favored forming three subcommittees to split the code’s 12 chapters among committees so each group can return biweekly with progress reports. The commission chair and vice chair were identified as the leads for subcommittees, and commissioners said they would nominate additional members; chairs were asked to submit names for committee rosters to staff.
Commissioners and private‑sector participants discussed logistics: meeting locations, frequency, the need for digital access to both the original and revised drafts (redline comparisons), and staff involvement from affected departments. Several commissioners emphasized that city department directors must be engaged and available to answer technical questions and that the city manager’s office may need to ensure departmental attendance to meet a September target for commission review.
The commission approved forming the subcommittees, agreed to postpone the two scheduled workshops until subcommittees deliver draft recommendations, and asked staff to provide access to the draft recode, redlines and a mechanism to record agreed changes during the subcommittee meetings.
What to expect: Committees will coordinate with staff, solicit input from private‑sector stakeholders and return recommended changes to the commission; staff and commissioners signaled a September target for finishing the committee work and bringing a consolidated draft to the full commission, contingent on department participation and consultant support.
