Council approved the FY27 facilities capital authorization after a focused discussion on IH2C repairs and project timing.
Chris Boaz summarized the facilities tab and said the IH2C total for roof, HVAC and exterior repairs was just under $900,000. Council members asked whether those repairs could be started sooner than FY27; facilities staff said work could be put out to bid within a week or two and would require approximately 60 days for implementation once bids were in hand.
"We could put that out to bid in the next week or two. It would be 60 days approximately before we could see that implemented," a facilities representative said in response to council questions. Council President Bills and Councilman Griffin pressed for immediate action if the city intends to keep the facility.
Staff clarified that approval granted authority to budget, not to spend; any project or expense over the city’s $50,000 threshold must return to council for spending authorization. Council voted to approve the facilities budget and directed staff to pursue the bidding process so that, should council authorize spending later, construction could begin sooner.
Staff also flagged seasonal and operational constraints: roof and HVAC projects can disrupt occupancy and some construction is weather‑dependent; staff noted the option to amend the current fiscal year budget to move money forward if council wants immediate work completed. The council asked staff to bring specific timelines and the next action item for member approval.
