Commissioners approve five‑year CIP, move county splash pad project to 2028

The Person County Board of Commissioners approved the FY2027–2031 Capital Improvement Plan on June 15 and agreed to move the proposed public splash pad out to 2028.

County staff said the year‑one funding is incorporated into the upcoming budget and noted that the splash pad funding included in the recommended CIP is grant and donation dependent. One commissioner expressed uncertainty about whether grant or donation funds were fully in place and raised concerns about future maintenance and administrative costs if construction proceeded.

After discussion, a motion to approve the CIP with the splash pad rescheduled to 2028 was offered and the board approved the motion by a 4–1 vote. County staff and the chair reminded commissioners that the CIP is a fluid document the board can change at future meetings if funding becomes available or priorities shift.

What’s next: With the CIP adopted, staff will proceed with incorporation into the adopted FY2027 budget. The splash pad remains on the CIP schedule but delayed to 2028; specifics about site selection, fees, and maintenance were not finalized at the meeting.
