Historic zoning commission approves window replacements at 111 Harvey Street

The Knoxville Historic Zoning Commission approved a Certificate of Appropriateness for window replacement at 111 Harvey Street on June 18, 2026, following a staff recommendation that the proposed new windows match the originals in size, material and trim. Staff reported the existing windows showed interior wood rot and that the proposed 20-over-2 double-hung wooden windows would be indistinguishable from the originals in overall size, muntin pattern and exterior trim.

No neighborhood speakers appeared and the applicant did not attend the hearing. After staff presented photos and the proposed specifications, a commissioner moved to approve the application according to staff recommendations; the motion was seconded and approved by voice vote. The commission recorded no opposition during the roll call vote.

The approval is conditional on the replacement windows meeting the design-guideline standards presented by staff: matching the original opening sizes, maintaining appropriate muntin depth and profile, and retaining the existing exterior trim. The commission and staff emphasized that exterior trim and window recessing must reflect the original installation so the replacements remain visually consistent with neighboring contributing structures in Old North Knoxville.

The commission moved on to other agenda items after the vote.
