Committee advances suite of foster‑care and child‑poverty bills; witnesses cite research and lived experience

Lawmakers presented and the Human Services Committee advanced several bills aimed at strengthening supports for children and families involved in the child‑welfare system and reducing child poverty.

Assemblymember Jackson’s AB 1201 would narrow when a prior violent felony can bar a parent from reunification services — limiting the disqualification to felonies against a child or against someone who shared a child with the parent at the time of the offense. Supporters including the County Welfare Directors Association said the change narrows the automatic bypass and restores judicial discretion.

Senator Laird and other authors presented bills to protect foster youth from benefit cliffs and align assistance payments with educational milestones. Research testimony from Mark Courtney (UC Berkeley) and Skye Celine Page (formerly in foster care) emphasized extended foster care’s positive outcomes and the harms of abrupt benefit loss.

The committee recorded motions to forward AB 1201 to Judiciary and multiple related bills to Appropriations or the floor; votes were recorded and several bills were put on call for final processing.
