Cocoa Beach commissioners pressed staff on whether capital and operating costs tied to golf-course irrigation and reclaimed-water pumps should be handled through the utility enterprise fund rather than the general fund.
Commissioner Tumulty raised the question after staff described a $350,000 pump-house project for the golf driving range and a separate $45,000 line to refurbish a 250‑gallon reuse pump. He asked if the irrigation pump could be purchased and budgeted through the utilities (enterprise) fund because reclaimed water is used for the golf course and the utilities fund has its own revenue stream.
Utilities staff said the reclaimed distribution rehabilitation is a multi-tier program tied to a prior FDEP consent order and that some pump purchases and refurbishments already align with enterprise funds, but the larger golf-course irrigation pump had historically been captured differently. Staff agreed to evaluate the suggestion and return with a recommendation on whether the golf-course pump could be treated as an enterprise capital item.
Commissioners also asked about redundancy between reclaimed-water pumps that sit only a couple thousand feet apart; staff said they will examine interconnection or redundancy options for emergency backup. No final accounting changes were made during the workshop; staff will report back in subsequent budget work sessions.
