Kevin Moore, speaking for the planning board, updated the Hollis Conservation Commission on multiple land‑use items at the June 17 meeting, including a pending wetlands complaint, well‑yield concerns and lead‑remediation questions connected to subdivision proposals.
Moore said residents raised alarms about earth‑moving and possible wetland disturbance at the corner of Hayden and Federal Hill Road. He reported that the town opened a file with the New Hampshire Department of Environmental Services in April, filed a formal complaint April 24 and received a notice of inspection on June 4; the state inspection was then postponed. "Long story short, they opened a file on April 20. A notice of complaint with DES was filed April 24... They were scheduled to view the property on June 12 to see if it is a wetland violation. They postponed it due to some scheduling conflict," Moore said. He said the town has communicated with the landowner but is waiting on the state for next steps.
On other items, Moore described Tottie Brook, where two adjacent wells are producing water but show subpar recovery rates; he said DES will need to decide whether to approve the wells. He also described the Proctor Hill/Abbot Hill subdivision, which still requires proof of driveway access for multiple lots and outstanding ordinance items, and said design review is ongoing. Moore said the Lone Pine Hunters Club subdivision includes lead‑remediation work and that the state is determining whether remediation will be tied to the actual development or handled separately, which bears on wetland mitigation and permitting.
Moore told the commission that a ground‑mounted solar array at 6 Broad Street (the church parsonage) was approved by the planning board conditioned on meeting historic‑district criteria. He said a three‑lot Ridge Road subdivision is proceeding and that additional materials have been requested from the applicants.
The update concluded with Moore inviting commission members to contact him off‑channel with technical questions and with a request that staff and commissioners monitor DES activity and permit outcomes affecting wetlands and remediation plans.
