The Parowan City Planning and Building Commission discussed ambiguity in the city’s building-permit language that can be read to require a permit for ordinary reroofing and directed staff to draft a clear exemption.
Staff explained that the city code, read literally, states a building permit is required for repair or alteration of structures, and an earlier inspector had interpreted that to mean reroofing required a permit. Staff consulted Lynn, a certified building official in Enoch, who stated he normally does not require a permit for a simple remove-and-replace reroof unless structural framing or load-bearing elements are changed.
Commissioners favored a middle-ground amendment. A staff-drafted suggested sentence presented at the meeting read: "Remove and replace roofing materials exempt. Permits required only if roof framing is altered, rafters or trusses are modified, roof pitch changes, or additional loads are added." Commissioners asked staff to prepare that language for a public hearing and to reference the Utah/International Building Code as applicable where structural changes or licensed work are involved.
Next steps: staff will prepare a draft amendment clarifying the exemption and schedule it for public hearing and subsequent council consideration.
