Commission approves $858,788 award and reallocates $900,000 to replace juvenile justice center chiller

Oklahoma County commissioners voted to fund and award the replacement of the juvenile justice center’s chiller system, approving a staff recommendation to award the design‑build contract to WSM MEP for $858,788.

Staff told the board that two teams — TNT Industrial and WSM MEP — responded to the request for qualifications and both were judged qualified. “I’m recommending award to the most qualified and lowest firm WSM MEP incorporated and the project total is $858,788 and this is contingent upon encumbrance of funds,” a county staff member said.

Separately, county staff (Brandy) presented item 19 to reallocate $900,000 from a capital projects line (the JG JJC courtroom) into an established line item for the juvenile justice center chiller project to ensure funding is available. The commission approved that reallocation by voice vote.

The award and the reallocation were presented as companion steps: the contract award establishes the contractor and price pending encumbrance, and the reallocation moves internal capital to cover the project. Staff said interviews were held on June 9 and that the award recommendation incorporated facility and juvenile department input.
