The Fort Thomas Planning Commission voted to adopt a plat survey that adjusts property lines between the City of Fort Thomas and the Fort Thomas Independent School District following road realignment and construction at the new athletic complex in Tower Park.
Kevin, a city staff member who presented the plat, said that reconstruction associated with the school's new facilities shifted property boundaries and that the survey cleans up record lines to match the as-built condition. He said the swap largely balanced what the city and the school district exchanged and that the district reviewed and paid for the survey work. Kevin explained the plat creates an east right-of-way for Army Reserve Road that follows the road's current alignment.
On details of ownership, staff told commissioners that the area inside Sergeant Avenue, Army Reserve and Carl Manor Road will become school property in the affected parcels, while the larger soccer field (South Park) will remain city-owned. Commissioners asked who would maintain the right-of-way and adjacent grass; staff said the city would maintain roadside grass and certain guardrail repairs.
A commissioner moved to approve the plat survey for the division of city and Fort Thomas Independent School District properties (Carl Manor Road, Army Reserve Road and Sergeant Avenue), dated Feb. 6, 2026; another commissioner seconded. The chair called a voice vote and ordered the motion approved. After the vote, a resident sought clarification about which small practice field would transfer; staff reiterated that the large soccer field remains city property and the small residual parcel described in the plat will be transferred to the school district.
The commission adopted the plat by voice vote; the plat will be recorded and the property transfers completed according to the legal descriptions on the survey and any additional approvals required by city ordinance or recording procedures.
