At the June 16 meeting the Richland County Board approved the 2027 Capital Improvement Plan, which allocates roughly $1.9 million overall: about $1.5 million for highway (including $1.0 million for road projects and $500,000 for equipment), roughly $230,000 for MIS (IT replacements) and approximately $260,000 for sheriff's office vehicle rotation and equipment.
Planners from the Southwest Michigan Planning Commission presented the county's required 10-year farmland-preservation update, including a mapping methodology for identifying high-value farmland, conservation practice requirements for tax credits, and trends such as a modest decline in farm acreage and an increase in operator median age. Staff indicated a draft plan will be returned to the board this summer for formal adoption and State certification.
The board also approved a set of routine resolutions and ordinances: bridge-repair reimbursement under Wis. Stat. §82.08, demolition-contract bids for former UW campus structures (with an alternate bid for a building identified as Copper Top), multiple zoning parcel amendments to allow small lot sales and residential rebuilding, and a contingency payment from county funds to repair damage at the Upper Ash Creek parking lot caused by recent rains (repair estimate $3,000).
Additionally, the board merged two advisory committees (Children's Community Options Program with the Comprehensive Community Services coordinating committee), recognized an employee retirement, and approved other technical items appearing on the agenda.
