The Orleans Zoning Board of Appeals continued a public hearing on June for a proposed renovation and large addition at 8 Cascade Road, citing concerns about the development’s scale, massing and visibility from nearby water views.
Applicants Andrew C. Cooper and Emily P. McCann seek a special permit under state enabling authority and local zoning, asking relief to exceed the 4,000-square-foot building-coverage threshold in Orleans zoning bylaw 164-21A footnote 5. The application would raise total building coverage on the lot from 3,628 sq ft to 5,623 sq ft — a net increase the applicant described as about 1,995 sq ft. The project would lift and rotate an estimated 1790 historic structure 90 degrees so the main house faces the road, remove a non-historic 1994 addition and attach a new, more modern volume.
Board members pressed the design team on visibility and massing. Associate member Bob Wilkinson said the proposed two-story L-shaped addition "dwarfs" the historic house and would be especially visible from Lonnie’s Pond and sections of the road; Wilkinson said he "cannot support" the plan as presented and suggested options such as reducing the two-story element to a single story or breaking up the facade to reduce perceived mass. The applicant noted engineers have measured existing natural grade and reported the taller element would register about 29.5 feet above natural grade on the roadside — within the height threshold as presented.
Materials discussed included unfinished Alaskan yellow-cedar shingles for siding to match the existing house and a metal roof for a central volume; the applicant agreed to return with clarified plans and additional visual perspectives. With design issues unresolved, the applicant requested a continuance; the board voted to continue the hearing to July 15 (Austin Higgins — yes; Martin Lab — yes; Bob Wilkinson — yes; Chair Gerald Mulligan — yes).
The continuance gives the applicants time to revise drawings and provide additional visualizations and plan details for the board’s next meeting.
