Cedric reported the district’s review found the over-assessment but said there is not currently an established mechanism to recoup funds because budgets for the affected years have already been approved and expended. Cedric said town managers and district officials are discussing options and that the calculation was reviewed using enrollment and local contribution data.
Board members noted statutory time limits limit retroactive adjustments to six years; the debt‑exclusion funds tied to a prior exclusion must be used for their designated debt and cannot be rolled into free cash. Officials emphasized continued communications among the district and the member towns to determine next steps.
No formal vote or reimbursement plan was approved at the meeting; staff said they will continue conversations with the district and return with recommended next steps. The board suggested local media coverage may follow as the topic develops.
