The Selma City Council on June 16 approved retention of AG Global Solutions to assist with state-level legislative funding strategies for the Marketplace at Selma infrastructure project, endorsing a staff recommendation to maintain continuity with consultant work that the developer previously funded.
City staff said AG Global has been active on the funding strategy and that the immediate request is to continue that work through September as the state budget process and any trailer bills unfold. Staff described a stop-fee of $40,000 for the immediate phase; if the state earmark is secured a negotiated success fee (typically a small percentage) could apply to future work, but staff emphasized any success fee would be funded through project or grant proceeds and not from existing city operating funds.
Staff and the applicant said the city is pursuing about $10 million in state funding for infrastructure benefitting the Marketplace and surrounding development. Council members asked about procurement and whether an RFQ had been conducted; staff said the contract was below formal RFQ thresholds and that the city allowed sole-source retention to preserve continuity of effort.
Council approved the retention 5-0 and directed staff to return with updates about the state process and any success fee terms if the funding request advances.
